Task 1 stands up the Integrated Master Project Schedule (IMPS); Task 6 reports against it every month; Task 7 governs it every quarter — one baseline, tracked end to end. Program management owns the schedule, survey procurement, and field operations; the platform team owns the Task 4 platform and the compensation analysis.

One base year, four option years.
The base year stands the program up and runs a full benchmarking and job-architecture cycle. Each option year is a refreshed annual cycle that absorbs the VISN 18→5 consolidation and keeps every locality differential intact.
