The catalog is the spine of the engagement: it ties each of VHA's ~240 occupations to its pay authority, family, grade band, headcount, and the survey benchmark that prices it. Effective-dated and versioned, it is built to survive the 18→5 VISN consolidation without losing a single differential.

Workforce by pay authority

VHA pays its clinical and support workforce under three distinct legal frameworks. The catalog routes every occupation to the right one — the determinant of which survey and which percentile logic applies.

Effective-dated, never overwritten.

Every catalog row carries a validity window. When a grade band, benchmark source, or VISN assignment changes, the platform writes a new version rather than overwriting — so any past recommendation can be reproduced against the catalog as it stood that day.

Built for the 18→5 VISN consolidation.

VA's December-2025 restructuring collapses 18 VISNs into 5 with Health Service Areas beneath them, over 18–24 months. Because geographic hierarchy is an effective-dated catalog dimension — not hard-coded into reports — facilities re-parent cleanly, every BLS-anchored locality factor travels with its facility, and any past §7451 recommendation reproduces against the network as it stood that day.

Occupation families, headcounts, grade bands, and benchmark crosswalks are illustrative — modeled from public knowledge of VHA's workforce and the federal pay framework. Production catalogs are effective-dated and versioned in the Task 4 platform.
