Methodology Preview:Occupation families, headcounts, market percentiles, and geographic indices shown here are illustrative — modeled from public knowledge of VHA's workforce and the commercial healthcare-survey market. Production values are licensed from the survey publishers (SullivanCotter, MGMA, ECRI, BLS OEWS) and pulled from VHA HR systems at engagement award.

RFI Response · Sources Sought 36C77626Q0191

The Sources Sought, answered question by question.

The notice poses five questions — and explicitly asks vendors to describe their Task 4 cloud solution and how it completes sub-tasks 4A–4I. Below is HSG's draft response to each, with a link to the working proof on this portal. This is the companion to the formal 10 pages submittal.

PWS Clarity

Are any requirements in the draft PWS unclear or ambiguous? How would you clarify them?

We will flag the boundary between Task 3 (geographic differentials) and the §7451 facility survey workflow, and recommend the PWS specify which survey publishers the VA expects the contractor to already license vs. purchase per-task. We also recommend clarifying the expected refresh cadence (annual vs. BLS-triggered) and the employee-data extract format the VA will provide for Task 4B.

Past Performance

Does your firm have past performance of similar size and scope? Which PWS task(s)?

HSG's public-sector compensation practice has delivered classification and compensation studies spanning hundreds of occupations across multiple jurisdictions, each producing the same artifacts this PWS requires: survey-sourced percentiles (Task 2), geographic/locality differentials (Task 3), a cloud analytical portal (Task 4), and a maintained job-architecture catalog (Task 5).

Task 4 — Ownership

Task 4: What is your cloud-based solution? Do you own it or is there a licensing fee?

HSG owns and operates the analytical cloud platform demonstrated by this portal — there is no third-party per-seat licensing fee to the VA. It is built on a FedRAMP-aligned stack and delivers the complete 4A–4I pipeline. The VA retains the data and the versioned catalog.

Task 4 — 4A–4I

Task 4: Describe how your cloud solution completes tasks 4A–4I.

Each sub-task maps to a stage of our live pipeline: secure ingest (4A–4B), survey reformatting (4C), confidence-scored job-match (4D), percentile/compa-ratio analysis (4E), BLS-anchored geographic differentials (4F), versioned catalog (4G), facility/VISN dashboards (4H), and immutable source-to-recommendation audit lineage (4I). The Task 4 walkthrough on this portal steps through all nine.

Risk / Concerns

Identify potential issues or concerns the VA should address.

Three: (1) survey-license redistribution terms must permit VA-wide internal use of published percentiles; (2) the §7451 BLS-trigger 30-day review needs a defined intake path so facilities act on new data on time; and (3) the planned 18→5 VISN consolidation should be reflected in the catalog's geographic hierarchy so differentials survive the reorganization.
