Are any requirements in the draft PWS unclear or ambiguous? How would you clarify them?
We will flag the boundary between Task 3 (geographic differentials) and the §7451 facility survey workflow, and recommend the PWS specify which survey publishers the VA expects the contractor to already license vs. purchase per-task. We also recommend clarifying the expected refresh cadence (annual vs. BLS-triggered) and the employee-data extract format the VA will provide for Task 4B.

Three: (1) survey-license redistribution terms must permit VA-wide internal use of published percentiles; (2) the §7451 BLS-trigger 30-day review needs a defined intake path so facilities act on new data on time; and (3) the planned 18→5 VISN consolidation should be reflected in the catalog's geographic hierarchy so differentials survive the reorganization.
